Requirements Analysis and Feasibility Study

Zolon provided Subject Matter Experts to the Internal Revenue Service to translate requirements into programmatic metadata. The SMEs attended numerous meetings with IRS users and with system designers on functionality, scalability, and future objectives. In addition, a feasibility study identified the objectives, requirements, and technologies of the IRS BMF/MeF system. In conjunction with a gap analysis and a cost benefits analysis, Zolon recommended several technologies to design and create the system which were then approved by the IRS.

Systems and Database Design

Zolon ensured that design specifications are UI and 508-compliant and that the IRS Enterprise Architecture standards were met while correctly using the services already provided by e-Services and infrastructure. Zolon/IBM led the design of the application; the Zolon team reviewed, followed and verified that the design met both functional and non-functional requirements, including security, performance, scalability, and UI and 508-compliance.

Systems Programming, Development, and Testing

Zolon put substantial emphasis on structured processes for preparing test plans before testing begins. The next step was producing prototypes which were then reviewed by IRS personnel to decide that each program and module was operating satisfactorily under both functional and non-functional requirements. Zolon planned all testing for the BMF/MeF and for any prototypes, and, working with the Systems Testing Team and with the IRS AQT Team, structured the process for preparing any test plans.

Systems Installation and Acceptance

Zolon used the Terminal Emulation Program or Secure CRT to remotely install the Internal Revenue Service BMF/MeF system patches, versions, and upgrades. The system is web based and located in Martinsburg, VA. Once remotely installed to Martinsburg – it was “pushed” to all client sites. Installs are scheduled every two months to provide added functionality or new features.

Information Security

Because all IRS data is accessible through the BMF/MeF system, extreme information security processes were designed and developed. Zolon developers programmed an e-authentication program into the system that determined the four levels of users that had access to the data: IRS employees, help desk, users, and auditors. Based on the user level, several levels of authentication were created for additional security screens.

Systems Integration

Zolon facilitated Internal Revenue Service’s EDI initiative for the E-File program and allowed resources to be focused on providing better customer service. Our efforts included determining the best methods of submissions, providing technical assistance, identifying and troubleshooting technical problems, and the verification of E-File receipts. Zolon was also involved in the analysis of the distribution of functionality across systems, the development of system interface concepts, designs and specifications, and the development of specifications and standards for information transfer between systems.

Systems Documentation

Zolon prepared documentation and updated existing documentation associated with software requirements, design, quality, and configuration and testing during the development process to ensure accuracy, readability, and completeness.
