Zolon ADaPTS 2.0 Blanket Purchase Agreement
Contract Vehicle: (BPA)
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), has established a multiple-award Blanket Purchase Agreement (BPA) with Zolon PCS, LLC for Architecture, Development, and Platform Technical Services (ADaPTS) 2.0. The BPA is issued under the General Services Administration (GSA) Multiple Award Schedule (MAS) for IT Services, drawing on the contractor’s underlying GSA Schedule contract (No. 47QTCA19D00F2). It is a non-obligating agreement — no funds are committed at the BPA level; funding occurs only when individual task or delivery orders are placed against it. The Government estimates, but does not guarantee, approximately $640 million in total purchases across all ADaPTS 2.0 BPA awardees over the agreement’s five-year lifecycle.
Services Covered
The BPA supports DHS’s Office of the Chief Information Officer (OCIO) and associated offices, covering services under the following GSA Special Item Numbers (SINs):

The BPA has a total duration of 60 months, structured as five 12-month ordering periods:
